Peer Review?

The Paulson-Bernanke Plan was granted 700 Billions by Congress without any peer-review. How is that possible? They must have written the best grant proposal in history. I guess the “broader impact” justification must have been quite convincing. But what about the intellectual merit criteria? Were they met? It would have been nice if a panel of anonymuous economists had debated it before-hand though, wouldn’t it?
